this depends more on what type of service you choose. For Shared Hosting.. all plans come with Cpanel.
For VPS packages, you can choose almost every panel to install. Some of them will be free and in others you will need to purchase the license.
Same goes for what concerns the operating system, even here you will choose the one you like more!

since VPS itself is a shared plan, there is no guaranteed bandwidth ... it strictly depends on how much bandwidth is used by the remaining users of your node. In any case, the port is speed is 1gbps.
Consider that if you need a dedicated band, the ideal solution is to take a dedicated server with a dedicated port
