You can add them all under one Google account, but if you're up to something really shady you might not want to do that and spread your risks by maybe keeping 5 per account at most.

technically you can add it under one account. But personally I won't recommend you to add more than 5 even if you are not using any black/grey hat technique.

Should your Google account be associated with a banned website, it may draw unnecessary attention to the other websites that you added. Although Google itself never confirmed this, it's logical to design the system that way -- I'd keep the websites separate.

I think it's not a problem if all the sites are legit. Keeping it separately is better, to be safe.
